Apps pause updating while screen is off?

I have a strange problem on my Z3, my apps don't seem to want to update while my screen is off, they just seen to pause updating until I turn the screen on again, this is via wi-fi or 4G, I also don't have any power saving options enabled, not sure what to do?

That will happen if you have stamina mode on

I don't have stamina mode on.

Have just reset phone again and tried clearing the cache, same issue 😞

Does it in safe mode also, I have the same issue with my other android devices also, I think if I have them plugged into the charger they update while the screen is off, is this just how lollipop updates the apps now?

I can't recreate this issue on a Z3, it has to be a settings or app, check the Play Store settings, repair the phone with PCC and report back
