Z5 Compact E5803 country compatibility

In dire need of help.
Recently, when trying to purchase an Xperia Z5 Compact phone through EBAY, I have come across both the E5803 model and the E5823 model. As far as I've seen they should both work fine in Israel where I live.
However, after completing the purchase for the E5803 model I was contacted by the seller, who claimed that this model will not work in Europe (Israel included) and not in North America either.
Could this be possible? Do I really need the E5823 model or will the E5803 work fine in Israel?

E5823 work perfect in Israel and USA and as far as I knew all over the world, E5803 is for Europe .
