Can't turn off Bluetooth

Two days ago I wanted share my Internet with friend trough hot-spot, and now I can't switch off Bluetooth, I press switch off after one minute is on again, I checked all settings I don't know what to do, I don't want my device to be seen to other Bluetooth users like example in bus, so its for my security, pls help
