topic Bluetooth stays on even when turned off in XZ Series

I'm developing a Bluetooth application and I'm testing performance when disconnected from a device. I turn Bluetooth off in the settings but my app can still communicate to my device (send & receive commands). Basically Bluetooth will turn itself on even though Android is saying it is off.

Build number: 47.1.A.5.51
