i do not have wifi and my tv is smart samsung but i cannot use my sony headphones as there is no jack point socket 

is there a accessory i can buy with usb to fit my tv that has a jack point socket to fit my headphoes

The starting point for any solution must be to know the make and model of the devices involved.

I have a socket on my Samsung UE55JS9000 that takes an adaptor, supplied with the TV, for various additional inputs and outputs, such a component video, and includes a headphone socket.

Perhaps you have, or should have, such an adaptor with your TV.

if not, then depending on what hardware accessory you might need, and how much you have invested in your current headphones, you might find buying a set of Bluetooth headphones is your best choice.
