To get the power to go off, you can remove the battery from the camera and then re-insert it to see if this resets the camera to a usable state. Bear in mind that doing this whilst the camera is writing data to the memory card could damage the card itself but if it has indeed totally frozen for a long period of time then the chances of this happening are very small.
