I see your problem is already solved but in case anyone else encounters this and is not able to scroll in menus you need to use two fingers to scroll if you also enabled explore by touch under Settings ->  Accessibility.

Its very easy to disable talk back. if you are unable to reach upto accessibility button. Do this.....
1.Just keep your double fingers on screen to scroll up and down.
2.to select any app touch 1+ 2 times every time to select any app
If problem persist.... Pl call me... removed by alexdon (INDIA)

Cause
TalkBack helps blind and vision-impaired users interact with their Android devices more easily.

Resolution
Below are tips you can use regarding the TalkBack feature:

The solution to this is, use 2 fingers on the screen to scroll, 1 finger scrolling doesnt work, accessibility is intended for blind people I think, so to avoid accidental navigation they made it multitouch. no need to reset the phone, hope  this helps
