Sure would be nice to have the option to turn OFF the chime tone when you startup the camera. Would think that would be a no-brainer.
Open the camera app, click on the three squares, click on settings, then unclick shutter sound.
Are you on a specific network? Because in some countries you might not be allowed to take pictures/access camera without that sound.
If you use the physical camera button to start the camera the chime tone will be there and can't be disabled.

Actually it can be. You need to switch phone to silent mode. Then it doesn't play that tone. At least in non-carrier Z3C European unit.
Thanks for some ideas. Especially from some who actually understood the topic. The solutions are workarounds that are not acceptable. Put the camera in silent mode before turning on the camera? Ridiculous. SONY HAVE AN OPTION IN SETTINGS TO NOT HAVE YOUR WELCOME CHIME WHEN SWITCHING THE CAMERS ON!. Am I shouting? Yes. Get a brain. Sheesh. Even Windows has had the option since Win3 to turn off the boot welcome chime.
I am annoyed with the same issue. It cannot be something illegal, because it depends on how I start the camera app:
I had problems adjusting it with the volume settings untill I found out it was defined by the the "Media" setting. That makes NO sence (but then again, neither does a boot chime tone!)
