So, this is a bit of an odd one. If I have both SIMs active, everything works as expected. If I disable SIM 2, then the following options both completely disappear:
settings-data usage-(...)-Restrict background data
settings-apps-(some app)-data usage-Restrict app background data
and as far as I can tell there's no way to change this setting if the second SIM is disabled.
I only recently noticed this issue, so not sure if it's a new bug in 253 or was introduced earlier. It definitely worked fine with a single SIM active in lollipop.

Thanks YoGem, that's true, but is (afaict) unrelated. It doesn't matter which SIM is in use, and the general data settings work fine to switch between them. It's specifically the per-app background data that can't be changed unless both SIMs are enabled.
IE, I'm back at home and no longer need my "travel SIM" active for now - and suddenly I can't control per-app data usage.
(reenabling both SIMs temporarily seems to be OK as a workaround, but seems kind of klunky. I mainly posted this as an FYI in case anybody else runs into this, so they don't have to waste hours resetting things like I did before figuring out that deactivating the second SIM stole the settings option)
I was not aware that on lollipop was working fine!
