Hi @joe2348, welcome to the community.
To use VoLTE, your device needs operator-customised software and your subscription (incl. SIM card) must support VoLTE for the device model you're using. To inquire if your device, software, subscription and SIM card support VoLTE, contact your mobile network operator.
To enable VoLTE
Check with your network operator and see if the XZ Premium is one of their supported VoLTE devices.

Correct.
But it still needs to be supported by the network.
For those wondering - "HD voice" - technically called "wideband audio" - is the use of "high-quality speech codecs" (the bit that changes your voice into digital data and back) during telephone calls, and requires "HD voice" compatible mobile devices on either end, as well as support by the networks... If there's not a "HD voice" mobile device on either end and/or one of the networks does not support "HD voice" (assuming you're calling someone on a different network), it goes back to "regular" telephone calls.
Most high-end smartphones and many mid-range smartphones made over the last two-ish years support "HD voice", but network support varies considerably.
"VoLTE" is quite literally the cellular/mobile equivalent of VoIP ("Skype"), and sends telephone calls over the mobile data network, rather than via "traditional" telephone networks. VoLTE natively supports "HD voice", so the networks usually just say "VoLTE", rather than "VoLTE with HD voice" or similar.
VoLTE-compatible mobile devices are still new-ish, almost exclusively consists of high-end mobile devices (for now) and network support is pretty limited, but it's slowly becoming more common, both in mobile devices and networks... In the long-term, all mobile devices and networks will support VoLTE.
Any chance that Sony will step up and take responsibility for selling a phone without building firmware that works with US carriers? It's very annoying to always lose calls because VoLTE isn't available. It's not the carrier or the SIM card. I can put my SIM card in my old Z3 and VoLTE works fine. What kind of company can ethically sell a device that doesn't work and blame other companies for their own failure? Fix it! You had a loyal customer base that is fading. These phones aren't cheap.
Make volte support for Russian operators tele2, mts.
