Cannot use mobile data after factory reset !!!!!!!!!!!

I am using Sony Z3 tablet and I have done "factory reset".

Then I found I fail to use mobile data, but I can make phone call.  Therefore, it is NOT sim-card error

I confirmed

- "mobile data ON" and "NO data limit blocking" and "airplane mode OFF"

- download internet settings configure (settings > more > internet settings)

- check and select correct network

  (settings > more > mobile networks > network operators)

- check the balance of sim card, it still have data

Then I swap the sim card with my sister, my tablet can use mobile data her sim card, her tablet also can use mobile data of my sim card.

It seem have sim card lock, but

- I can still use sim card to make phone call

- I haven't set "sim card lock" before and after "factory reset"

- check the setting -> confirm NO sim card lock (security > set up sim card lock)

Contact your network provider or visit their nearest shop and make them assure that your APN's are configured correctly, sometimes the "Download internet settings" will install outdated APN values so contacting your network provider would fix it.
