Problem setting up the voicemail

I have a problem setting up the voicemail,
When I try to enter settings> call> voicemail> Voicemail settings.
This option is disabled. 

I have Xperia Z5 with android 7.0 Nougat

you have to recored message 1st  (i have  Sony E5823)

although i hate sony , internal voicemail is nice touch(i had other phone with this you also can hear someone in live while he leaving a message (you can do this in sony but you have to mute fast)

i hope they working on bugs till then my last sony (aint  recommend this brand anymore)

seems they only working on new flagships while "old" flashship its a trash for them)
