First of all, I checked the possible solutions in all of these threads:

I stopped draw over other apps for all applications, even reset permissions for all apps, but the error keeps appearing. I started the phone in SafeMode, but this won't allow me to manage permissions for any non-native apps. Uninstalled facebook messanger, still the same. I cannot give permissions to any app in any way, because the "screen overlay detected" error pops up.
Please Sony, I'm just an inch away from throwing this phone into the garbage, Google assistant won't work with it over bluetooth, the camera performance degrades with every update and now this.
Any suggestions are mroe than welcome, but please check what I've already tried first.

You can change permissions in safemode. Go to settings - apps. You must find all yours apps which is installed in your phone.
This is not a solution at all and I've said i already tried it.
First of all, it means for any change in permissions, any new app, app with updated permissions I have to reboot my phone.
It also means I cannot give Draw over other permissions to apps that I want to - they simply aren't in the list.
Also, Smartlock doesn't work at all in safe mode and cannot be set in normal mode because of lack screen overlay. Apparently front camera wants overlay permission and there's no way to give it. There are probably other things that do not work as well, haven't found em yet.
And in the end going into safe mode screws all my non-native widgets.

Hello,
There are few steps that should be followed to turn off screen overlay detected on Android.
Follow the below steps to switch off screen overlay on any Android devices:
• First, open Settings and scroll down to Apps section
• Now tap on Three Dots that you will get on right corner and select Draw over other Apps
• Again, click on three dots and choose Show System Apps
• Here you will get the list of the apps with system apps whose Screen Overlay is active
• At last, turn off the screen overlay of the entire apps
