My new hx90v is giving me 6mb picture sizes but the headline file size advertised is 18mb. I have the Fine setting turned on so don't understand why the difference.

Are you possibly confusing the megapixels of an image quality with size of the megabytes file created on the data card?
An 18 megapixel file of around 6mb sounds ok the image size should measure roughly 5186 x 3456.
