HT-S20R Not Loud

My new HT-S20R is not loud. You don't hear anything until the volume goes up to 23 which is surprising. This happens irrespective of the source of music Bluetooth, TV or skybox.

I believe this is about half of the volume scale which should be normal behaviour.
