Do you have the option to change sound ?
But not to turn it off ?
If yes then the issue you are facing could a regional issue
In some countries ( due to laws /regulations/ rules ( whatever you say ) ) disabling shutter sound is not permitted and hence this option is removed from firmwares
If you want you could flash a global firmware but that would void your warranty and may break your local laws and hence you may risk a punisment
