The phone does support streaming. Your connection might however not support it.
If you connect with WiFi, check so the router support RTSP (real time streaming protocol).
If you connect using the operator's network, make sure they allow this.
Also, try e.g. the YouTube app in the phone just to see if this works or not. If it does, then the problem is not with the phone or your connection but Sopcast.
