You need to use 3rd party apps like skype or viber to video call.

And why would i need to do that? 

is this feature so new and so resource consuming that it is not available on a 2013 smartphone? 

I was really confused searching for this function, having it before on my galaxy s1, 3 and 4. and on all older smartphones from Nokia and HTC.

Android does not support it natively,that is why.
