Can't access Play store needed support

Hi,

I'm using Sony Xperia Tipo Dual (ST21i2) Mobile Phone from 1 year, now i'm facing a problem in making use of "Play store" in my mobile phone.

And I need help of How to make use of my mobile phone as modem to computer in using Internet to the system from mobile phone.

1. settings > apps > all > play store > clear data > restart your phone > check again

As for tethering 

settings > xperia/more > tethering > either wireless or through USB cable
