Can't call anyone after android update.

After a recent Android update on my Xperia XZ1 compact I cannot call anyone or receive calls. I am still able to browse the web and the phone still shows signal bars. I get 'mobile network not available' when I try to call. I've tried a factory reset - no dice. Tested the sim in my old windows phone and I am able to make phonecalls. Looking for advice on the matter. Android 9, build 47.2.A.10.107.
