There is no shortcut that can be added (the Settings shortcut does not include anything related to the Dual SIM function) and there is no option in the Quick settings either, only for turning mobile data on and off.
It might be available using a third party application, or a different launcher, but I will also forward the feedback as a shortcut, or a setting in the Quick settings would be handy since there are quite some steps to enable/disable this using the Settings menu.
