The preinstalled languages in the device may vary depending on where the device was bought, so if you are in need for a specific language, make sure that the device was made for this market.
You can't add new language to your phone, but there may be applications available in the Google Play store so that you can have Arabic as the writing language in the device, but not in the menus.
