unfortunately google play services has stopped

Greetings!

This message started occuring today after booting and whenever I open google hangouts (all the time)

I am using Google play services v3.1.36 and I am on 10.3.A.0.423 (C6603).

Please no recommendations like "clear cache / data, uninstall updates, hard reset etc". Assume that I have tried them and nothing worked. Just reply if you are sure about your answer, it will save us all time. Thank you in advance.

that seems to be either a google server issue or a network connectivity issue, hardly doubt it but it could be another app acting up

fortunately, today it doesn't happen at all. I guess it was temporary.
